There is one cruise ship terminal and it is about a 10 minute drive into downtown Victoria. The cruise lines offer tours that take you to Butchart Gardens or you can look at arranging for a private tour or getting private car.

I would post on the Canada Ports of Call Board to see how people have done Butchart on their own. I have been there multiple times but on ship tours.

You will find a ton of information in the Canada forum. But yes, you can walk from the terminal, it is a lovely level walk and will take 15/20 mins. You can take transit from just outside the terminal gates for $2.50 or $1.65 if a senior ($CDN only please). There will be cabs for about $10 each way. Or there is a shuttle service that costs $7.50 rtn. If you are only Victoria for the evening it is best to go to the Butchart Gardens on a ship sponsored tour as it is the best part of 45 mins from the pier.
