When I made my initial deposit on my upcoming cruise and then booked my shore excursions and picked two that cost extra I was charged the foreign transaction fees. I recently made a deposit on a cruise and was informed by my TA that the foreign transaction fee was no longer an issue. My credit card statement shows no foreign transaction fee. Good news!
