Many times, a cab is the fastest, cheapest option, as it's a "flat fee", not a per person charge! But, some shuttles in Europe are run by locals, not the cruise line, especially in Venice. If you have a stroller child, I recommend the vaporetto because they are ramped, unlike the water taxis.
