Although it is always claimed that Celebrity limit the alcohol brought on board is an economic one, I have always believed that it is, at least to some extent, to give then some control on how much people are drinking. If an individual's or group's drinking really gets out of hand, they can cut off the supply. With a drinks package the balance switches from economics to control. And even if they found a way, how would they ensure that the liquor brought on board wasn't shared with those who did not purchase all inclusive packages?
