Because the california ocean water is pretty cold in January. Tom in Long Beach, taunted each week seeing the Carnival cruise ships sailing from the windows where I work. Another reason the Mexican Rivera sort of sucks except as a cheap cruise fix, if you happen to live on the west coast. I did not want to pay summer prices or deal with tons of kids.
