The Butchardt gardens tour is well worth it, but if your 12 year old won't go for it, you can stroll around the inner harbor. The shops are open late, the Empress hotel is worth a peek (I don't think they do tea that late, and it is horribly overpriced IMHO) and the Parliament building is lit at night, a beautiful site. Near the Parliament building are many horsedrawn carriages you can engage for an hour or so. Some of the cruise lines have an excursion related to "ghost tours" which a 12 year old might enjoy. Also, down on the ledge of the harbor in front of the Empress there are usually mimes, unicyclists, jugglers etc.

I am just a few hours drive from Victoria and love any excuse to go there for the weekend. The city seems to be awake all the time, so much to do and so beautiful, even from 8pm till midnight.

 

Here is a link that will give you all sorts of options. But even just a walk around the inner harbor with the Empress Hotel and Parliament buildings in view is a treat. Enjoy your short stay.:)
