What will we find to do in Victoria from 8:00 pm till midnight with a 12 year old along?

The Butchardt gardens tour is well worth it, but if your 12 year old won't go for it, you can stroll around the inner harbor. The shops are open late, the Empress hotel is worth a peek (I don't think they do tea that late, and it is horribly overpriced IMHO) and the Parliament building is lit at night, a beautiful site. Near the Parliament building are many horsedrawn carriages you can engage for an hour or so. Some of the cruise lines have an excursion related to "ghost tours" which a 12 year old might enjoy. Also, down on the ledge of the harbor in front of the Empress there are usually mimes, unicyclists, jugglers etc.

We are going to the observatory tour, which is a planetarium and includes star-gazing with a very large telescope. We will be on the Oosterdam 5/21.

I am just a few hours drive from Victoria and love any excuse to go there for the weekend. The city seems to be awake all the time, so much to do and so beautiful, even from 8pm till midnight.
