2C / 2D Eclipse

Can anyone tell me what the "partially obstructed" (2C) and "obstructed" (2D) terms mean for the Eclipse? I realize the lifeboats are just below and that to me could be "partially obstructed".

For most 2C's and 2D's the lifeboats/tenders are the obstruction. For 2C's the lifeboat/tender rises to about the floor of your balcony. For the 2D's to about waist high. For some of these staterooms the lifeboat/tender runs the entire length of your balcony, for some there are gaps where there is no obstruction.
