I suggest a short cab ride (5 minutes) to Bodega Aurrera which is the largest supermarket in Progreso and they do have a small selection of tequilas there at "normal" prices. You will find a greater selection in Cozumel, but I suspect prices there will be much higher both because everything on an island always is and because the place is 100% geared for tourism. I am not sure about the selection, but I see lots of cruise ship passengers in the store. No need to take a cab to the Bodega, since their tequila selection is limited.
