If a person goes on a cruise from Seattle that ends in Ensenada and then goes to Hawaii from the same foreign port, what happens according to current regulations on the Jones Act?

My understanding, from reading the 2011 revisions to the CFRs is that it is in the control of the Mexican government in Mexico. I was not aware it was revised in 2011, but is it relevant?

That cruise may break the Jones Act (also known as PVSA) . Even though you stop in Ensenada , you are still traveling between two US Ports. it would be similar to cruising from LA to Vancouver then Seattle via Alaska . Unless you overnight off the ship you probably can't do that cruise.
