A friend is going on a short cruise the only stop is Ensenda mexico, will they need a passport(US citizens)

They will need a certified copy of their birth certificate and a government ID. This rule only applies to closed-loop cruises that begin and end in the same US port.

Savvy travelers known it is ALWAYS best to cruise with a passport, even on a closed loop cruise. If something goes wrong with the ship and you have to disembark or if you get sick or hurt and need to disembark in Mexico, you need a passport to re-enter the US. Without one, you would be stuck in Mexico and have to work with the US embassy to get an expedited passport.

If they are a USA citizen they would not need a passport but would need a birth certificate with raised seal and a government ID assuming that the cruise began and ended in the same USA port.

It has to be certified and official, but not necessarily with a raised seal. Some jurisdictions do not use a raised seal to certify BC's.
