Shore excursions - available at pier?

On Carribean cruises, we've just gotten off the ship and found a cab driver and negotiated with him on what we wanted to do and what the price would be. Is this possible in Hawaii? Also, can you book tours directly with the tour companies and not through the cruise line? Any advantages or disadvantages to either (other than the potential of not getting back to the ship on time)?

I was wondering about the negotiating in Hawaii also. There are tons of non ship excursions. A start would be waikikitrolly.com , it then directs you to a tour info site. They have a spot right at the pier there. The same goes for other ports in Hawaii (diff.companies).
