You really don't have to be able to swim at all. If it is a Royal excursion they will offer a snorkel vest (like this one). You just blow it up as much or as little as you want and float away.

 

If you are doing to do a private excursion make sure you have flippers. With a small kick you will be able to float for a while while enjoying the under water view. Otherwise think about ordering the vest so you don't have to worry about it.
