Cruising with minors

We have a group cruise next year. One guy would like to bring his two "children." They aren't really his kids, but those of his ex-girlfriend (so no legal status). One kid will be 16 and the other 18. The 18 year old would like to bring her boyfriend (ultimately, the boyfriend and the adult will room together, and the two girls will room together). I know adults 18-20 can be booked in their own rooms anywhere on the ship, when traveling with a parent. This guy isn't a parent.

 

What I was thinking of doing is have him booked with the 16 year old, and book an adult from another cabin in our group with one of the 18 year olds, and the remaining 18 year old can go into the other adult's cabin. Then we can switch everyone around once on board (assuming they will allow the switch seeing how it involves the underage folks).

 

Hope that makes sense. Is there any other way to do it?

any minor whose parents are not sailing must be in a cabin who has a person over the age of 25 booked in the cabin.

 

once onboard you can do all that changing around. but will get room keys only from the pursers desk.

 

(and to add: if the guy wants to take his ex"s kids that is great but would tell the girl the boyfriend stays home. will the gurls mother know that the boyfriend is going ?

Yea the mother would know. And if they broke up we could change the name up until final payment without penalty.
