Whale Watching in Samana

I'm hoping someone here can help me. I'm trying to find out if you can watch the whales in Samana Bay from somewhere on land ~ possibly taking a taxi to a certain beach or look out point to see them. We have some health issues traveling with us so won't be able to do a boat whale watch excursion, and the only "land" excursion RC offers you have to be 21 for ~ and we have a 3 year old with us ~ can't figure out why you have to be 21 to go to a hotel and watch the whales ~ but hey that's what it says................... We will be in Samana January 31st. Thanks for any help anyone can give.

Yes to all of these ~ that is why I posted a new thread asking the question ~ someone out there must know if there is a land based area you can go to, to watch the whales.....
