There are generally plenty of dropped kerbs and museums, places of interest etc are generally accessible. The old part of Valencia is a pedestrianised flat area, so you shouldn't have any problem with your scooter. At the beach there is an accessible promenade where you will find lots of bars and restaurants. A great place to have a Paella Valenciana.
