Your first scenario is correct and it is $250 full cost minus $100 instant OBC for a net cost of $150. NCL's wording could use some improvement! You cannot book a cruise while sailing. You are agreeing to make a booking or cruise in the next four years. There is nothing incorrect with the way this is warded.
