Upgrade Fairy and Group Cruises

I SWEAR I've seen this answered, but I can't find it and my memory is not up to the task of remember the answer.

 

If you plan a group cruise through a travel agent, would the upgrade fairy call YOU or your travel agent?

 

I know the odds are slim of getting the call, but I would sure love one for my February cruise. :) Even though it's 366 days away, I've paid my next deposit so I could purchase the Faster to the Fun. I'm READY! Just satisfying my curiosity in the meantime.
