Immigration & Customs after 2nd US port?

Our first port on a west coast cruise is San Diego, the 2nd is LA. Will we have to wait for the ship to be cleared in LA? We dock at 8 and we'd like to catch the Catalina Express at 9. I'm hoping debarkation will be faster since it's our 2nd US port.
