As mentioned in the many other threads on HMC, there are large tenders assigned to the island, which will use a ramp from the ship onto the tender. It can move a fair amount. This is about as good as it ever gets when going from a ship to a tender. Standard tender operation can involve lots of stairs, so a ramp to the tender is the best it gets. When the tender gets to shore, it has a "landing ramp" to shore. This shouldn't be a problem. Ashore, there are also some restrictions, mainly in the form of lots of sand. There are paved paths, but they don't get you close to the water. To all the facilities- bars, resturants, shops, etc, but not really to the beach. We have seen crew do extraordinary efforts to get someone on a tender to go ashore. So I definitely wouldn't rule going ashore at HMC.
