We are staying at Hotel Napoleon in Rome? Has anyone stayed there before and also what are some reasonable restaurants in the area that you can recommend. It is near Piazza Vittorio Emanuele

That's an interesting neighborhood. It's an immigrant area and you'll find lots of Chinese and Indian restaurants, in addition to traditional Italian ones.

Have you eaten at any of the restaurants in the area? Is this area safe or would it be better to stay elsewhere

I've not eaten up there so I can't personally recommend a spot. I've been to the neighborhood a few times over the years to visit a particular store but otherwise haven't spent a lot of time there. I have no reason to believe it's unsafe.
