If you have already made final payment and are within 45 days until cruise, can you upgrade cabins without paying a penalty. Prices are really falling to fill the ship.

We have just upgraded from an E2 to a GS and did it in the last few days with less than 50 days before the cruise and we just paid the increase in cabin upgrade and no penalty. We did it through our travel agent :)

Call and you may find RCCL can bump your room up to the price you paid for your level. Is the level you paid for less expensive? Are levels above you the same price as you paid?

Yes, as long as you are upgrading categories, there is no penalty. If the upgraded stateroom is priced less than what you paid, they should upgrade you for free. An exception would be if the upgraded stateroom price is restricted to new bookings only, such as the weekly Tuesday sale.
