Planning for a long layover

Are we responsible for picking up luggage when we have a long planned layover? I was looking at a 12 hour layover in Paris on the way to Rome. Arrive at 8:00 a.m. leave at 8:35 p.m. (both on Air France, although the first flight is operated by Delta). I think it's enough time for a museum and a great lunch and some pictures (and its where we spent our honeymoon). On the way home from the cruise, I can get a 23.5 hour layover in Amsterdam (which I love!) but for which I do not wish to lug luggage around. I think a small carry on would suffice there. BTW, I've seen these connections using ITA airfare search, so I am hoping I will not have much trouble booking the flights -- with different carriers, but I am willing to pay a TA to book them.

If I am responsible for the luggage, is there a place at/near the airport in Paris and Amsterdam which I can leave the luggage?

As far as I know KLM in Amsterdam doesnot keep luggage if the transfer is longer then 12 hours, so you will get your luggage.

At the airport there are lockers and also storage for larger items.
