Yes - it is pretty easy. Just walk along the seafront from the shuttle drop-off to the cable car station and buy a ticket. Try and get there early before the coach parties. You can buy one just to the toboggan point or get a dual ticket to switch to the car up to the Botanic Gardens.

When we went their we booked a fantastic private tour in a taxi, which took 4 of us round the island. They then dropped us off at the top of the cable car and we rode that to the bottom...

def worth doing the taxi tour and much much better than the organised one. For the life of me cannot remember the name though. The wife deals with the bookings via email (eusabia I think) price wise very very reasonable.
