We just sailed on the Carnival Breeze on the 12/21/13 sailing and stopped in Aruba. Right when we got off the ship, the only tour vendors were those for Carnival or reputable local guides who already had people booked with them, like our guide. I believe that after you walk out of the port gates there were locals trying to sell tours, but that was at least a quarter mile from where you come out of the cruise ship terminal.

For independent excursions we booked with Howard of H-F Tours & Transfers for a $30pp island tour: http://folkestours.com/

He was great!

We used the above tour in Aruba. Superb!!! Never have we had this great of a tour experience. We booked through the site mentioned above. If all tours were like his, travel excursions would be heaven. We did see many local tour outside the gate which was not a long walk, others did use them and returned with good experiences.
