Freedom of the Seas - Cozumel docking

If you have already done the Western cruise to Cozumel, or know, what is the name where the ship docks? I have 3 different names, and if the ship docks at two of them, we have to take a Taxi to where we want to go.

 

We want to go to the downtown area, and i understand it depends upon what area the ship docks at, whether we can walk, or have to take a Taxi.

RCI ships dock at International pier. A taxi one-way for up to 4 people is $8.
