Are you looking to learn how to dive through the ship or are you looking for an excursion to dive (if you are already certified)?

From what I see, beginner is $249, includes 2 dives. Prices for experienced and certified divers are much less.

 

I read on the board that there on 1 cruise, there just 2 partaking in the activities, and they were early early morning.

Not every port offers scuba diving (San Juan comes to mind). You didn't say what intenerary you were going on so I don't have specifics.

 

And at some of those ports that do, I was not impressed. The cruise tour operators for St. Thomas and St. Maarten didn't pick very exciting dive sites.

 

At Nassau Royal uses Stuarts Cove, which is worth the drive as they pick lots of good sites.
