Open balcony dividers?

No, on that class of ship, the balcony dividers are fixed in place and cannot be opened.

This is incorrect info. The balcony dividers cannot be opened on all ships. And, even on ships in which they physically can be opened, it is at the discretion of the ship's management, and therefore not guaranteed.

Do they have to stay open? Can we close them sometimes and open when we want?

Once they are opened why would you want to close them? The reason I ask is that it requires a special key that your cabin steward has to open the lock on the balcony dividers. If you were to close the divider you would need to have your cabin steward to open the divider again. That may get tiresome for you and your cabin steward.
