We are possibly looking at a cruise fall of 2015 somewhere in Europe.

When do I book a reservation? Is there a time of year when the prices

are at their best or when perks are bountiful ? :)

There's no predicting prices and perks. I'd book early to get the best stateroom choices. If the price goes doen before final payment date, and is not restricted, then Royal will grant you the lower price.

The transatlantic on Allure for Oct 2015 went up $527 today.

I would book as early as possible. We booked a Med cruise for May of 2012 as soon as the itineraries came out. The prices just kept going up as it got closer to the cruise. If you find a lower price before final payment, you can call whomever you booked the cruise with for the price drop.
