we booked early using a Fall/winter promo and now we're about a week away and there are lower fares available....does that promo qualify for the price protection?

Only if you booked ES are you entitled to price drops up until 2 days before sailing.

 

Did your Fall/Winter promo include Early Saver?

No, the only promo that gives price drops after final payment is early saver.

No OBC...only early saver gives you that. But you may be eligible for an upgrade to a better cabin if the new cabin's price is the same as what you paid for your original cabin. I would call and ask what your options are:)
