Pre Cruise meet near Port Royal Hotel, Quebec

The only resto that springs to mind as a large group dinner place in the heart of downtown is Aux Ancienes Canadiens - it isn't far away, though you do have to get up to the top of the hill, near Chateau Frontenac.

 

They have group menus and capacity for much bigger groups than yours. Set dinner is $49, but earlier seatings (to 6pm) can get a simpler $29 menu and lunches go from $18 (remember tip & tax add up to 30% on top, and they want a $200 deposit to book).

 

It is very popular, and the reviews are pretty good for what it does. Personally I find it a little heavy on the 'historical cheesiness factor' in terms of decor, waitstaff uniforms etc. but let's face it there is absolutely no way you're going to get 30 people to all love ANY restaurant... and a lot of restaurants, especially in the old part of town, will simply be too small to seat your group remotely together due to the whole 'inside a historic building with limited options to change it' thing.
