You could rent a car at the airport (both Hertz and Avis have locations close to the port making for an easy return), stash the bags in the trunk, and head to Ybor City for a fun lunch and some people watching.

If you arrive at 9:30, it will be at least 10 am before you exit the plane and take the shuttle from airside over to the ticketing/baggage area of the airport and then wait for your bags.

 

The ideal time to arrive at the port of Tampa is a little before 11am or just shortly after. Arriving after 11:15 and on you will encounter a long line which sometime snakes outside of the terminal and around the building. There is no overhead covering so in the heat or rain, it can really be a negative start to your trip.

 

I would grab your bags and then perhaps enjoy a quick cup of coffee at the airport and then hire a taxi for the 15 min ride to the port. There is a flat-rate taxi fare of $25 from Tampa airport to the Port. If you are in a taxi by at least 10:40-10:50 - ish , you should arrive at the port at an optimal time.

Although I did not post the original question, just wanted to thank you for the info. Sounds a lot like Long Beach CA. No protection from sun or rain. We luckily stayed next door at the Queen Mary and checked in early at the port. By the time 11am came (we checked in at 9:30), there were thousands of people waiting on line. :eek:
