I had always assumed that it was a replacement for the type of insurance that you are prompted to buy after booking airline tickets online. It is a booking engine primarily, just like any online booking engine from a travel agency. The flight choices are more limited than on a general booking engine, as the cruise line has agreements with select flights and times, and you usually have a couple of extra perks (such as getting you to the first port) but it does not substitute for travel insurance.
