Yes, you can set up a cash account and then pay for it with a debit card. The issue that has been discussed involves holds on debit cards not being released timely. That is an issue with the financial institution, not RCI.

Simple question... Can an onboard expense account be set up as "cash", and then paid on board using a Visa debit card?

Yes, no problem, and this is a good way to avoid holds on your funds. If your balance exceeds $500, they will ask you to pay it down. Just be prepared for a line at Guest Services on the last evening.
