The two hours before departure just applies to embarkation day. I really wish NCL would sort out the wording, as people ask this question regularly on here, so I imagine loads of people are confused by it. Thinking about doing Kon Tiki in the morning, and then attempting flyboarding in the afternoon. I was trying to figure out if I would have enough time to do both, without stressing.
