Why air credit instead of UBP on some cruises

We recently booked a 19 day Panama Canal on the Sun for April of this year. We are in a suite so we got all the current offers. The UBP was not offered and instead a $200 air credit was offered. We have not priced it for this trip but in the past the NCL flights were much more expensive so I don't expect we will be using this perk. We don't drink alcohol but I love the virgin mixed fruit drinks and would have definitely used it some for those. Definitely not a deal breaker but just curious if anyone had any idea why it is this way.

TransAtlantics, Repo's, Panama Canal and the Pride of America.

Yep, TAs in this case are simple (IMO), PoA is because of legal reasons and repos usually are priced pretty low per day anyway and also have sea days about half of total days because of the distant port requirement. Don't know about the specifics in Panama Canal cruises.
