Options for Beach & Island Tour with Group of 15

We will dock in St. Thomas from 11-7. We want to go to Sapphire Beach first then do an island tour. I’ve looked at the packages offered from havefunwithus.net, Godfrey & Sunny Liston and they all do the tour first. Would it be best just to go with their schedule or is it easy enough to get a taxi there then another from Sapphire that would take us on the “scenic route” back to the ship? I know that we will be there on a busy day, 5 ships in port. Thanks.
