Question re Havana bar indoors area - is this open during the day for all? or just Havana residents?

 

On the sunshine they did offer a nice breakfast buffet there along with some 'Cuban specialties' - wondering if it is the same on the Vista? or 'out of bounds' during daytime hours and only open in evenings (as the pool area is?)

 

Any intel greatly appreciated :)
