UBP Spring Break age restriction eliminated?

I just noticed that the terms of the UBP no longer say anything about the higher minimum age (25 years) for cruises between March 1 and April 15. They still mention these dates in the following statement:

Guests purchasing this package on board during the dates of March 1st through April 15th will only be able to purchase on embarkation day.
I can't figure out the rationale for this new rule (don't most people buy the package on the first day anyway?)

 

So it looks like they have eliminated the Spring Break Blackout, right in the middle of the former Spring Break Blackout period. Can anyone who is currently sailing confirm that everyone over 21 is now able to purchase the package? And how does this work for people who got the promotional UBP (where the higher minimum age for spring break was built into the terms)?
