kingston13 Posted April 23, 2015 #28 Share Posted April 23, 2015 This just happened to me. I called my PVP and explained and thought I would have to use the insurance and still lose money. Because I have taken many cruises with him he was able to get my penalty waived and I applied it to a cruise for June. I hope this works out for you. For at least the past year Carnival has only been allowing this for passengers that miss embarkation due to failure of a common carrier. They don't even allow it if your own car breaks down on the way to the ship. It changes the designation of the entire cruise from closed loop to open loop and that's where the problems with Customs and Immigration comes in.
