How elegant do we need to pack for the night we have to dress up? Can we still be allowed in the dining room if my husband wears and shirt and tie and pants or does he need a suit?

No suit needed. What you described is great! He does not even need the tie, although personally I like them. I still wear a tux but on Carnival I am waaaaay in the minority.

Ask your partner. You are dressing up for each other. Tell HIM how you want him to look as he escorts YOU.

We have relaxed quite a bit over the years. I have just found that I want to be at least somewhat comfortable and high heels and open decks are not a good combo for me... My husband doesn't always even bring a tie anymore. You will see folks from dockers and polos to tuxedos and ball gowns. We usually fall somewhere in the middle. We dress nicer than the other nights, but no tuxedos in my group.
