So, I was reading through the UBP and it says one drink per person per transaction. I'm fine with this, but here's my question. Say I'm out to dinner, and I want to have a cocktail with my appetizer, and a glass of wine with my meal, would I have to pay for the second drink, since it is in the same meal?

Just order your cocktail when you first sit down and then when 1/2 done order your wine.
