Last cruise in Europe on NCL they didn't allow us to open them. RCI's policy is to leave it to the Captain's discretion. NCL used to be this way, but recently changed to a corporate policy of not allowing any to be opened. Some dividers will not be allowed to be opened, for instance, if the two cabins are in different fire zones, as the balcony divider is a continuation of the fire zone boundary.
