Google Toms Port Guides. Look for his French Riviera Ports Guides. All the different ports are somewhat interconnected so you have to read them as a group.

 

Also, Rick Steves' Mediterranean Port guide book has a wealth of information on public transportation from the more common French ports and information about the various destinations you may want to visit.

Cannes to Monte Carlo is a significant distance and the easy solution is to simply take the regional TER train which is similar to a commuter train with no reservations. I recall it is a little over an hour from Cannes to MC. Once in MC you will need a decent guide book and map to help you get around. You also might want to use the inexpensive local buses or spend more money on some taxis to give you some help.
