You can move if it's the same category or higher AND the cabin you want is available. Call them.

As long as it is not a downgrade, you can move.

On our last cruise we actually downgraded from a suite to a balcony room on the Carnival Magic. Although, I think this is rare; they didn't give me a hard time, or charge me any fees or anything.
