$13 drink limit question-premium

Hi: is the gratuity included in the premium package limit of $13? In other words: should one be looking at a wine for $10.66 for their "limit"???? which including the fee of $2.34 would be for the $13?

A glass of wine pricedat $13.00 on the bar menu is covered on the premium package

sounds good, so keeping the $13 in mind for this "premium package", if a drink is $15: I will be charged extra $2 plus the gratuity (is it still 18%?) for total charge to me of $2.70?
