Deck 4 Room on Brilliance?

I booked my friends in an oceanview stateroom 4042 on Brilliance Of The Seas. It's surrounded by staterooms on each side and below, but above the room is the Promenade Deck with the Conference Center just across the way.

 

This is the first cruise for one, and the first RCI for the other...so I want to prevent any issues if I can. I searched and couldn't find anything... but does anybody have experience on noise?

 

If this is the deck that runs outside the ship near the lifeboats, I think it'd be fine...but I'm not the one who has to sleep there.

No noise issues, it that's what you're worried about. All cabins will experience noises from the hallway....no matter if it's an inside cabin or a suite.
