Planning a January Carnival 3 day cruise to the Bahamas. One person in our group does not have a passport. Can he use his birth certificate instead?

Yes, but if he can get a passport so much the better.

If he is a US citizen he can use his government issued birth certificate and government issued photo ID to board. The risk of something happening on a 3 day cruise that would require a passport is extremely low.

Make sure the birth certificate he has is one the is government issued not one that was issued in the hospital. We live in Pennsylvania and the one issued here has a raised seal on it.
