The only part of the Regal that might not have a covered balcony would be some of the aft facing cabins and suites.:)

Just off of the Real and yes, the upper aft cabins have no balcony and people on the Horizon terrace can see right into the balcony. Personally we wouldn't book it, but to each his own.
