Normally, the port personnel will allow your party to stay together. However, sometimes they are strict. I've seen this at the Oasis/Allure terminal in Port Everglades. If they won't let your sister stay with the Emerlad level, then just stay with your sister. It will make a 5-10 minute difference in boarding.
