If you mean Queen Elizabeth, QE2 retired from service years ago, then you are not allowed to smoke on your balconies.

There is designated smoking area on the promenade deck. I think this is on the starboard side. They have large ashtrays put out for people who smoke.

No more smoking on your balconies. There's now a dedicated smoking area on the deck near the rear of the ship.

Yes, sadly a few people think the rules don't apply to them. My room steward had trouble with a couple down the hall from me last year who thought he wouldn't notice they were smoking in the cabin. He reported them and they were spoken to but they did it again. Since it was a transatlantic they couldn't be put ashore.
